The proof

Minimal, and it can show you.

For each pool the agent publishes a floor: the fewest units any plan could use for these trips. Used minus floor is the gap. A gap of 0 is a proof.

Equipment windows are fixed, so peak concurrency is the exact minimum. The driver floor is a combinatorial lower bound, so its gap is a bound, never read as a saving.
